Get a video camera, tape this and send it to a home video show! Once you have done this, find out what your city's regulations are regarding the installation of a higher fence. If it is not possible, consider installing runners in your backyard. Clip the dog's leash to the runner when it is allowed outside for its bathroom break. Remember: It is not a good idea to leave a dog clipped to a runner unattended. Make sure the dog has been fixed. This will cut down on the "urge" to leave the yard. VERY IMPORTANT: Spend $15-20 and get the dog microchipped!!! It is an excellent way to have a lost pet returned to you.

you could positively reinforce coming inside by giving it treats hen it goes inside thoug---but DO NOT give it a treat every single time it comes in, just like randomly-maybe keep treats by the door and when it comes in, it gets one, but do this only sporadically, not every time. you could also teach it that its good for it to come to you---same thing, just dont give it a treat every time, maybe occasionaly put some in your pocket, but just get it to the point where it loves coming to see you because you either give it a treat or pet it.
also, take it on walks. it will not want to run away as much if it has seen most of the area near where it lives---it will not want to get out and "have an adventure" but just (hopefully) have an additude of 'been there, done that' instead of 'let's go see the wworld'

Well you could call a company and have them put wire right inside about 5 inches on the inside of the fence so when it goes by the fence the dog will get shocked. You could also put the fence really deep in the ground.

Your dogs digging might be a sign of not being stimulated enough. Either find him/her a activity to that will keep it busy or train it. Training can be done by first bringing it outside. Once it begins to dig create a distraction noise to stop him/her. If he/she sops and looks up at you give him/her a treat. He/she will eventually learn that not digging in the yard is a good thing.

An electric fence does not prevent a dog from jumping over the fence. The only way to prevent a dog from actually jumping the fence is to build the fence high enough to keep the dog from being able to clear it when he jumps.
