First be sure you are at least of equal level. It is very easy to encounter him early, which is why the game gives a warning re:checking enemy levels.
Pick off bonehead's support first. Sniping works well for this. Then just wear bonehead down, feel free to run to town to buy grenades and run back if that helps. If still having problems, go level up a couple of times then come back for him.

∙ 10y agoTheres one really effective way. It takes some time, but it works. Equip the best sniper rifle you have, assault rifle, and SMG. Go down the alley near the area by Bone Head, but do not go into the compound that he is in. Theres a big rock to your left that you can take cover. Keep poking in and out while using your turrent. They will never come back to you. Just don't back up or leave because all of his minions will respawn.

When you complete a level in which you scored high experience points (XP's), exit and restart the same level, all the chests will refill, and all the enemies will resporn so you can kill them again to improve your XP's, or if you find and kill a high scoring boss along the way, exit and reload, then kill it again, repeat this until you level up.
