It's not a Phantom. It's a Zora Warrior.
There are 2 main ways to beat the thing at that point in the game.
The first is to wait for him to attack, and when he's vulnerable, attack him.
The second way is to use your boomerang to hit him from behind, stunning him long enough for you to get a couple good swings at him.
I prefer the latter, as it is easier and is less likely to get you killed.
Then again, you COULD just listen to Romanos and eat cheese all day.
