You have to muster up the courage to ask her out first. If she agrees, treat her well and continue doing so even after your kiss! (girls are not clothes to be used and thrown away, yea I'm a guy so I'm not being sexist here). If not, well her loss she wasn't willing to give you a chance. Be patient and wait for the right time. Girls want their first kiss to be special. Do factor into account her age, she might really like you but not ready to kiss you. In this case you've just got to ride the wave until she feels the same way about kissing as you do.

∙ 13y agoWell, to start you should sit next to her on the sofa/settee and then sit there for a bit. Then, slowly reach over and run your hand up her leg. If she likes it, she won't move. If she doesn't she will move. If she doesn't move, move your hand up her body until you get to her pelvis. Run it up her back and up her neck. Then touch her softly on the lips and lean towards her. If she likes you, she will lean towards you. Then, keeping you finger on her lips, lean forward more until you can feeler breath. Then move your finger and touch her on the lips with your lips and there you go, you're kissing a girl! P.S. Hope this helps, and, BTW trust me cos I'm a girl myself! :)
