I've not used the Patons yet but I did buy a similar type fiber and made a ruffle scarf. You wont really be casting on. The band side is NOT the side your needles will be using. You will be using the holes along the other side. Slip needle in an out of holes and then turn for first row.

Usually those types of yarn come wrapped up kind of tightly.

Unravel the yarn a bit.

You should notice a track of small holes on one side of the yarn that are different from the rest of the holes.

You would cast on by putting a hole on the needle, then start knitting in the track of holes. It doesn't really matter which one you knit in next. But a tighter gague may give you more of a ruffled look.
