If you have checked and the blower motor has both power and ground then the motor is bad.........
A malfunctioning blower motor resistor will cause the blower motor not to work. When the resistor is bad the blower motors will not turn on.
In the 1999 Trooper the relay is sbove the inside fuses. It is above the fuse door, so that the whole panel by bottom of the driver door must be pulled. Don't know if that helps for 1990. Note: My fuse, relay and motor are good, but no power to motor. added 1/22/2008 The blower motor resistor is located on the housing located on the firewall. This housing is were the blower motor is.

It is located on the blower motor housing and is white in color. You have to take the blower motor assembly out as far as I know to get to it.
Because it is connected (by a few wires if I'm not mistaken) to the blower motor.
right next to the blower motor I'm don't know about the 2000 model, but it is directly behind the blower motor of the 1999 Century.
Connect the blower motor directly to 12 volts DC. If it runs it is good.
Need to know what year. FYI, the relay for the blower motor only operates the high speed function. The lower speeds are operated by means of the blower motor speed resistor.
Well it is apparent that all is not ok. The speed of the blower motor is controlled by the blower motor speed control switch and the blower motor resistor pack. One of those two items is your problem. I would bet the blower motor resistor pack is defective. The only way to know for sure is to replace it.

Replacing the ac blower motor on a 2002 Bonneville is extremely dangerous and unless you know what you are doing it is best to get a hired professional to do it.
Use a jumper wire from the battery + (pos) terminal to the positive on the blower motor, and run a - (Ground) wire from ground on the motor, to chassis or frame.
