You need it to be firm, but not so taut that you can see the hairs being stretched too much. There should be a bit of "give". When you draw it across the strings, it should not be so flexible that any of the hairs touch the wood of the bow. Your smallest finger should be able to fit through the gap between the wood and the hair, just touching both of them.
