Try hand signals!

I am going to elaborate just a bit by saying you train a deaf puppy just like any other puppy except where voice would be used, sign language is placed. You can create your own signs or you can use signs that are already used by the Deaf community. Most signs that require two hands can be used with only one hand so that it is easier for the dog. There are several ASL websites out there that you can get signs from.

In fact, if you know about dogs, you know that they do not depend on their hearing as much as we do. They rely much much more on their vision. I'd say about 75 to 80 percent. That is why the slightest mucular movement of your cheek or eyebrow is like a lighthouse in the dark to them. In dog shows, people are often amazed by trainers who make their dogs do things without a word. With only discreet finger movements. Like those who pretend their dog can count. Truth is, it is way more easy because you fall into their natural communication method. The hardest part, is for you to put your instinct aside.

You can pretty much train the same way as a dog that has perfect vision. You have to use touch. You can place your hands on the dog's back and push him/her down lightly at the same time saying "Sit", and give it a treat and praise "Good dog". But before you start you should get the dog used to your touch. Always speak to it, make sure it knows where you are so you don't startle it.

The best thing to do is be patient with your dog. If he has been living in your home awhile before he went blind, he will "remember" where things are usaully. If he struggles with figuring something, you can usaully put him where he needs to go or pull/push them in the direction they need to go.

My dog has been blind for a year now. He can sometimes remember things but he does walk around the house more frequently than he used to. The only thing he cant do is figure out the distance to get up on the couch and doesnt know when people are standing there so he does run into us and gets in the way a lot!

The only sure way is by a BAER test, which can be performed by certain vets. It is painless and is basically the same test used to determine if a baby is Deaf. If you want to do some "at-home" tests, they may not be 100% accurate, but can provide a pretty good idea. Wait for your puppy to be away from you and simply call him, use a whistle, or turn on the T.V. If he turns, he is probably not deaf. Another way to tell is wait until he is sleeping and loudly call his name. Be careful with shouting, clapping, or squeaky toys as the puppy can sense the vibrations, even if he is deaf. Also, make sure he doesn't catch your movement out of the corner of his eye, that can make him seem hearing. The important thing to remember is deaf dogs, with patience and training, can learn hand signals and live a very happy healthy life! Good luck!

Calling it to you will be a problem. But if you have his/her attention, you can just train them to respond to your hand signs. Like index finger for sit, full inner palm for stay and such. Just get them to sit and show your index finger when they do so, if your dog is really keen then you can also say commands out loud so that the dog remembers your mouth movement.

Being the owner of Rufus CDX, the Singapore Kennel Club's Reserve Obedience Dog of the Year 2009, I thought I give my take on this subject. There is no problem if the dog is deaf. Dogs do not understand any human language anyway. A trained dog simply associates a word or signal with a particular behavior. For example a dog that sits on cue has simply learned to associate the sit behavior with the word "sit." Hence to train a deaf dog, be it for potty purposes or obedience or tricks, simply use hand signals ie get the dog to associate the required behaviors to hand signals instead. It is equally easy if you know how. The principles of clicker training are a great way to teach potty hand signal cues or any other hand signal cues. But the dog is deaf, you may say? Simply use a flashlight (instead of a clicker) to mark the behavior.

That said, for potty purposes, you do not even need to add cues if you don't want to. That being the case, all you need to do is simply bring the dog to its potty spot each time it needs to go, and reward it with food treats and petting once its done its business. Because dogs are creatures of habit, do it consistently and your dog will soon be potty trained. To keep the dog from having potty accidents, use a crate. Simply Google and read up on crate training as a means of potty training.

I sincerely hope the above answer is useful to those with deaf dogs and will encourage you not to give up on your dogs.

You can just make them up! I don't think there is are set hand signals and the dog won't care if you use the right ones or not if there is.
