I am guessing that you are talking about the CPU or another name is the processor. You can replace the fan on the desktop, because that fan might not work correctly or you can have someone who works with computers replace the thermal grease paste compound touching the processor and the heat sink. One more thing you can do is replace or add ram to make the desktop go faster without doing the other steps or if you would like to keep the desktop for a while do all three.
Processors don't really go bad, it is usually the components working with the processor.
