Swap another like relay or just buy a new one.
Need to know the year and what you are working on.
Use a multi-meter.
Take the relay out and hot wire the pump. If it works, its not the pump.
There are several relays. Need to know which one you are looking for.

I doubt that it would be the fuel pump relay. If it's a throttle body injection vehicle, the injector could be stuck. But you wouldn't get ANY fuel into the engine if the fuel pump isn't working. Relay can be tested by turning key on but not starting. if you hear fuel pump 'HUMM', you know pump and relay are working. If no firing at keystart and experiencing flooding, not a fuel pump issue. There is a spark issue of some kind.
Try a known working relay in its place... I have also put my hand on the relay while someone is driving and pressed the over drive button on and off, you should feel the relay "click" inside.
As far as I know, they are not on the same fuse/relay.
Dude, seriously...goto the dealer. If you dont know what your doing...dont do it. You could really mess it up. Peace.
Replace the flasher relay as it has failed. One flasher relay controls them both. Look near the fuse panel for the relay. Purchase one so you will know what you are looking for.
Don't know what year you are working with, but a late model GM product with a 4.3L the fuel pump relay would be located in the power distribution box under the hood.
