Switch it with a known good one from a non critical circuit to see if it solves the problem.
there should be a diagram on the side of the relay with the pin numbers and some symbols. the pins that are on the coil or control side can be wired power and ground. this generally goes through a switch. the load side has a small gate looking symbol these can be wired power and ground either way and this is the side that you connect to whatever you are powering on. make sure to use a fuse on this circuit on the power lead.
It may be simply that you were running with only one low beam instead of 2 and both are now burned out. If not, then the high beam switch or relay went bad.

You can test a relay with and without a 9 volt battery. If you apply 9 volts to it and it's sufficient to turn on the relay, the NO switch will close and then have continuity with common. If you don't apply voltage, the NO switch will be open and not have continuity with common. You can use these continuity and resistance checks to test a relay to see if it works.
I don't know unless the pump is bad. I have a 98 XLT that the front washer doesn't work but the back one does. So it's not the pump since the same pump is used for the front and back. It may be the switch, GEM, or a relay... but I'm not smart enough to troubleshooting.

The fuel pump relay is located in the main fuse box near the fire wall on the drivers side. Look on the underside of the cover to locate position. I do not know about the reset switch.
