If your penis is intact you Will have skin all the way from it's base to the tip or a bit past the tip. if you have been circumcised the skin stops near the top exposing the glans at the end.
However, the statement above is not necessarily true as there are some uncircumcised men with short foreskins that barely cover the glans leaving it partly or totally exposed. The surest way to tell whether the penis is circumcised or not is the presence of the circumcision scar.

If you are circumcised, then the head of your penis will always be exposed. If you are uncircumcised, the head of your penis will be covered by the foreskin when your penis is not erect.
