The AC cycles itself on and off rapidly, and the air blows less cool.

You do not want it to run on low freon as it will burn itself up. There is a low pressue switch that tells it not to run if the freon pressure is below a certain point. To make it run; add freon.

The high and low Freon valves are located on the air conditioning compressor. Use the low Freon valve to recharge the air conditioning system.
You can add Freon to your 1999 Chevy cooling system through the low pressure port. Connect your Freon bottle to the low pressure port and release the Freon into the system.

ding freon will make it colder, only if freon is low. if freon is low you have a freon leak so adding will be wasting time and money. more likely to need a new ac temp thermostat, which is no big deal to change
A leak is the only way to loose volume of the freon charge. Freon is in a sealed system and it does not get used up. If your system is tight the freon will last forever. However a restriction in the freon lines can cause the freon pressure on the low side to look like it is low but the freon is really stacking up in the condensor.

To read gauges,you must know which is low side/high side,if you know that, then depending on which freon you are using,you read the pressures matching the temp,for example,looking at the low side gauge(blue gauge) look at R-22 freon,you will see that 40 degrees,will equal to 70 psi
Freon goes into the low pressure side of the air conditioning system. The attachment from the gauge used to put the freon in will only attach to the low pressure valve so it would be pretty hard to do it incorrectly.
