Baptism (specifically adult baptism) is a sign that you have accepted Jesus Christ as your Lord and Saviour. This involves repenting from your sin and surrendering your life to God.
To repent from your sin, You'd need to admit that God is Lord of your life and
that you have been ignoring Him (this is the essence of sin). Once you've admitted that you then make a conscious choice to turn to God and to submit to His authority.
Surrendering your life to God means to obey Him. Jesus summed up God's will in Matthew 22:37-39:
Jesus said unto him, Thou shalt love the Lord thy God with all thy heart, and with all thy soul, and with all thy mind. This is the first and great commandment. And the second is like unto it, Thou shalt love thy neighbour as thyself. (KJV)
If you're prepared to follow those commandments, and repent of your sin, then you're ready for baptism.
There is no worst time for baptism, but it should occur as soon as the person is ready.
A baby may be confirmed immediately after Baptism; because all that is necessary for the reception of the other sacraments if Baptism.
