Disconnect the line from the fuel rail. Stick the end in a jar and crank the engine. If it pumps gas out, the pump is working. Although you may have a problem with pressure. You will need to check the pressure of the fuel output.
I know that my 1997 Dodge Stratus has 4 and willing to bet they all do.
If it bolts up it is installed correctly.

The fuel filter is in the pump that is in the fuel tank. I know this because I own a 2006 Stratus and have just purchased a fuel pump assembly. The assembly contains the pump, filter, and fuel level float and sending unit. AIRTEX part #: E7167M.

Dodge Avengers do not have a fuel reset switch. In fact the only manufacturer I know of that even uses them is Ford.

You have to know whats wrong with the transmission before you can fix it.
I have personally used E85 fuel in my 1997 Dodge Grand Caravan and have found it to run much better then with regular fuels. I would have to say yes in moderation. Look for a sticker inside the gas door, or call your local dealer with the vin number to have them check.
