You can try run the program that has error in it, if it doesn't occur again, it should be fixed

To get the best laptops buy those that have been out for at least a month. These proven computers may be better than brand new ones. There are usually a number of bugs that have to be worked out of new computers before they will work well. If you get a computer that has been out for some time, you will know that all of these bugs will already have been found and fixed.
This was a problem with Windows Vista, but as far as I know it was fixed. It will be the resolution your computer is running the Game as. You may have to go into your Combat Arms settings and change it to a more perportional resolution for your computer screen.
