Possibly it does not have enough hydraulic fluid, or perhaps they hydraulics are not sealed so they won't pressurize.
To know when to stop filling the hydraulic fluid on a Massey Ferguson GC2300, check the hydraulic fluid level using the dipstick located on the hydraulic reservoir.
