clicking sound but engine wont turn over. jump across terminals on starter if engine turns over solenoid is bad.
i dont think it is the solenoid. more likely to be a bad ignition switch or a short in the new starter

If you mean the starter solenoid, it's on the starter.
in order to replace the "actuator switch" if you mean the soleniod you need to find the soleniod either on the passenger side firewall or on the passenger side inner fender, there is 2 bolts holding it , first disconnect the battery, then remove the wires from each side carefully remembering where they go, i like to wire tie them together to be sure. Then i remove the old soleniod and replace in with a new one. If it isn't the soleniod and your talking about the ignition cylinder, then you turn the key to acc. and push the lock pin in which is located on the underside of the steering column, once the pin is pushed in the cylinder should slide out, then insert the new cylinder.
The first clue would be,having voltage at the terminal of the switch, when the switch is turned on,the circuit does not energize.
Bypass it to determine if that is the problem or test with an ohmeter if you have specs.
Switch it with a known good one from a non critical circuit to see if it solves the problem.
Bad earth or battery terminals need cleaning. Failing that the starter motor needs replacing.
TCC (Torque converter clutch) Soleniod in the transmission is likely bad. Hope for that because if not it's a bad torque converter.
soleniod in pump is sticking open ,replace soleniod
By taking it off and testing it for resistance with a digital multimeter.
Use a jumper across the inertia switch if the fuel pump comes on-its defective
