It depends on how you like to learn. There are huge amounts of books on learning CSS, but when I started out I found them to be boring and intimidating. I much preferred learning by doing.
In my opinion, the best way is to go through the free tutorials on the w3 schools website. They're easy to understand, and you can play with the code to see what it does.
It can take a very long time to learn.
First you should try to understand each bit of coding and what it means. Try editing other people's CSS (remember to ask and credit them), and then later move on to coding your own.

It depends on the type of learner you are. I personally learn a lot by example. Take a look at some CSS stylesheets and Javascripts. There are tutorials on W3Schools that are free to take. They could be of benefit to you.
