You buy spellbooks from court wizards and merchants. When you use the book, you learn the spell. you can also steal, loot, and take spell books. The Adept and above level spellbooks will not appear until you are a high enough level. (Check The Elder Scrolls Wiki for the exact levels)
Learning the skill itself, like everything, increases with use of it. To actually enchant though, you need an enchanting table. You must use it to dissinchant an already enchanted item of which will destroy the item, but you learn the enchantment. eg. Destroy a fire enchanted sword will destroy the sword, and you will learn fire magic. You then can choose any weapon, get a filled soal gem, and use your new learned enchantment to put them together, and create a more powerful weapon.
Note: you can not use enchanted weapons at a grindstone, unless you get a perk for that.
Once you learned an enchantment, you can't just forget it. If you are referring to disenchanting a weapon to then learn the power, you must destroy an already enchanted item at an enchanting table.
