∙ 12y agoYou've got to go to the house next to the 5th gym after you defeat your dad and talk to everyone. Now you've got HM#5 Surf.
To teach a Pokemon Surf, you use the HM and select a water Pokemon that can learn it. Then select a move that you want to be replaced by Surf
And remember, HM's cannot be replaced

∙ 9y agoWell if you mean where do you get it you get it in Celestic Town (which is north of Solacean Town) by giving Cynthia's grandmother the Old Charm.
And to learn it just capture a water Pokemon that can learn it. :)
Cynthia's grandmother gives you it after the bomb scare, which is after the Psyducks-ness. You need the SecretPotion to cure the Psyducks. You get that from Cynthia after you battle the Galactic Member you're supposed to stalk from Pastoria (The location you get the the SecretPotion is at the Valor Lakefront).
