Where can you learn surf in Pokemon sapphire?

after beating flannery in lavaridge town head to petalburg city... the battle the gym after beating the gym leader go to wally's house then talk to the boy at the left... then he will give you hm07

You've got to go to the house next to the 5th gym after you defeat your dad and talk to everyone. Now you've got HM#5 Surf.

To teach a Pokemon Surf, you use the HM and select a water Pokemon that can learn it. Then select a move that you want to be replaced by Surf

And remember, HM's cannot be replaced

Well if you mean where do you get it you get it in Celestic Town (which is north of Solacean Town) by giving Cynthia's grandmother the Old Charm.

And to learn it just capture a water Pokemon that can learn it. :)
Cynthia's grandmother gives you it after the bomb scare, which is after the Psyducks-ness. You need the SecretPotion to cure the Psyducks. You get that from Cynthia after you battle the Galactic Member you're supposed to stalk from Pastoria (The location you get the the SecretPotion is at the Valor Lakefront).

First, go to Ecruteak City. Second, go to the Kimono Girls' Dance Theater. Finally, battle the Rocket Grunt in there, and a guy will be amazed by your skill and give you the HM Surf.

After you defeat Norman (your father) you go to th house to the left, Wallys house, and his dad will give you the HM surf. -PF
