Start by finding a bicycle where the saddle can be lowered enough so that you can reach the ground with both feet while seated.
Make sure there's a working hand brake.
Pull the pedals off. Remember that the left pedal has a reverse thread. It comes off clockwise.
Find somewhere flat, and out of the way. A gentle slope will work too.
Straddle the bike, and walk/run/kick your way forward by pushing off against the ground with your feet.
Practice your balance by taking longer and longer strides.
When you are comfortable doing this, reinstall the pedals.
Find a gentle slope. A lawn is ideal.
Put one foot on a pedal, kick off with the other one.
Get the other foot in place and start pedalling.
Now you're riding.
When you're OK with this, raise the saddle.
When seated, your leg should be entirely straight if you put the heel on the pedal in its lowest position.

Congratulations on being honest! Part of the problems with learning to ride a bike is that indeed you need balance. However...it's not YOUR balance, it's the bike. So it might be easiest to actually get training wheels. Yes they make them for bikes as large as 26 inches(the wheels). The way that training wheels work is that they teach you balance because they do not touch the ground like a tricycle does. They "catch" you before you totally lose the balance, so you are able to teach your body to balance the bike. Just keep raising the trainers until you are confident about your balance. Secondly, get a bike with no speeds. You have enough to do to learn to ride without all the gear stuff. Yes they make a no speed bike, very popular with older people. Don't be embarrassed about it...learn first, then get fancy. Just take it at your pace, and get comfortable before you get a fancy bike. A second hand bike will do fine to learn on.
