Ideally, go and live in a Spanish-speaking country, so you are totally immersed.

Beforehand, some preparation is advised.
Learn some basic survival phrases:
the verbs estar/ser/haber; where is....? How much is....My name is.....etc., again preferably, together with a Spanish-speaker/tutor to respond to your statements/questions (the speed of native-speech in the country can be very alarming, so you need to attune your ears, and own speech-speed).
Watch/listen to Spanish radio/TV/films/language-course cassettes and videos.
Look at online facilities.
practise, practise, practise!

How well should you expect to speak Swedish after completing a year long learn Swedish course at a Swedish Uni basically fluently as they claim or otherwise?

Sweden is not regarded as an especially difficult language for English speakers, so after a year long course, you should probably be close to fluent, unless you take the course without practicing outside of class.

Can you learn Spanish in a week?

Yes, you can learn how to speak Spanish in one week. It is possible but you will have to put a lot of effort and work into it. The human brain is familiar with the language you grew up learning. To learn a new language like Spanish then you will have to train your brain and teach yourself a new language. Programs like Rocket Languages or even Rosetta Stone help people train their brains on how to speak a new language very very fast and effectively. I would suggest Rocket Languages because it is almost the same thing as Rosetta Stone except it is much cheaper in price compared to Rosetta Stone. Spanish latin America or Spanish Spain high school?

Both systems are similar in structure but have some differences in the curriculum, grading scale, and teaching methodology. In Spanish Latin America, there is more emphasis on memorization and theoretical knowledge, while in Spain, there is more focus on critical thinking and analysis. Additionally, Spanish schools in Latin America might have a longer school day and year compared to those in Spain.

What is the difference between Puerto Rican and Spanish Language. I am going to go live in Spain for three years. Which exact language should I sign up to learn before going next year?

Castillian Spanish, the official language of Spain, is slightly different from the many Latin American dialects, in pronunciation mostly, but also in some grammatical details. But it is the same language, and if you learn to speak any kind of Spanish, you will quickly adapt to the local dialect wherever you may be.
