It all depends on the model. But most new pistols load by removing the cover on the grip. You place the C02 cylinder nose up the the opening. Then thumb screw the cylinder in place so it is just snug. finish by putting the grip back on and tighten the bottom screw all the way in.

Some of the older models have a removable cap under the barrel. Remove the cap place the new cylinder inside, and screw the cap back on.

Why do pellet guns need co2?

Not all pellet guns use C02 some are designed to use a spring or pump. Pellet guns that use C02 are rapid fire guns and do not require re-cocking or pumping between each shot. BUT they usually have less power that spring or pump pellet guns.

What is the best spring pistol you can buy for under 50 dollars?

I assume you are asking about BB guns not Air soft guns. There are a few that fall under $50 but they are C02 not spring powered. Marksman makes a line of spring pistols under $50 but they are terrible and not worth the cost. See the link below for C02 air guns.

Are spring powered guns harder to reload than air powered?

A little harder but Yes they are. However spring powered air guns are usually stronger than C02 air powered guns. Spring powered guns are single shot and must be reloaded between shots where as C02 usually uses a clip with pellets or BB and is semi automatic. ( Generally speaking but not always)
