Only supervisors can do this. And they do it very seldom, as it is against the Wiki principle of allowing people to improve answers. It is done on questions that are seeing a lot of abuse and nonsense as people spam answers.
Users cannot lock an answer. The site is a joint effort of all contributors, so anyone can edit any answer, as long as they follow the site guidelines. Only Supervisors and Community Assistants can "lock" a question.
Either post it on hatena and lock it or send it to someone and lock it. Only 2 ways.

"Preserving" a question is a tool only available to Community Assistants and other Answers.com staff. It is used to lock questions completely (so nobody can edit them, even Supervisors). It is mainly used when the Legal Department is looking into questions and needs to preserve them exactly as they were.
The categories themselves cannot be changed, except by those authorized to change them. If a question is in a wrong category, contributors can recategorize them into the correct categories. Just click on "edit categories" under the question.
