How do you look like an Exodar peacekeeper in WoW?

It is likely to be hard (if not impossible) to match the exact outfit, but approximations are the following:

The mace can be represented by the Sky Breaker, which drops off the Avatar of the Martyred in Auchenai Crypts.

The robe matches roughly the Fur Covered Robe, which is a reward from Gurf's Dignity on Azuremyst Isle. Note that the male Peacekeepers combine it with a chest armor, which looks a bit like Jessera's Fur-lined Hauberk, also a reward from a quest on Bloodmyst Isle. If you go for the Hauberk, however, it is difficult to get a matching kilt instead.

A lot of the mail gloves that are quest rewards in the Draenei starting area match the Peacekeeper's gauntlets, so they can be used.

Their shield is matched by the Adamantine Kite Shield, from a quest in Hellfire Peninsula.

As for the shoulders, it might be matched with one of the various green quality cloth or leather shoulders, but that would require a bit of searching on the AH.

In all of the above cases, you can check the item by name on Wowhead, and then check the tab "same model as". This will show you a list of items that have the same look (but not color).
