People will often say that true beauty is on the inside, but I think that's just an excuse for ugly and/or lazy people.
Address each issue you're uncomfortable with one at a time. For bad skin, see a dermatologist. For bad teeth, see a dentist or orthodontist. For bad eye sight, see an optometrist. If you're in bad shape, go to the gym and eat better. For bad clothes, get a gay friend to help you pick out some outfits.
It takes some effort, and maybe quite a bit of money, but everyone can look better if that's what they really want. Ugly can always be fixed.

For most women as a rule long hair looks better than short. Get it cut in a flattering style and keep it clean and shiny.
If you have problems with your skin get on a good cleaning and maintenance routine that would address any problems that you have.
If you are older you can try some simple makeup: foundation, powder, mascara (I recommend Lash Blast) a thin line of liner on the upper lid and a lip color similar to your shade of lips (your lips but better)
Most of all, think happy thoughts. They will show up on your face!
