I just now had the same problem where it seemed hopelessly jammed, but by pulling each part of the 2 strings that make up the cord individually I was able to get each side of it to dip down slightly. After they both had let down a bit, it was unjammed and working as usual.

There is usually a cord, similar to that on venetian blinds, that allows you to raise and lower the blinds.
Check the rope that operates the blinds at the top. There is probably a problem with the rope or ways that is causing the problem.

The reason the pan stuck to the glass is, the metal pan if left long enough would have melted and turned red hot, on cooling again it stuck to the glass. The idea of a double boiler is to put water in bottom pan and whatever is to be cooked in top pan.
