LAN worlds are available only to people who are on your local network. They have to actually be connected to your network, for the LAN IP to make sense.

It never 'scans' for LAN worlds because it's not accessing anything outside of your own personal network. It's your LAN, you should already know what's being run on it.
No. The way LAN connections work is: Minecraft searches your network (what all computers in your home are connected to) for games to join. Through LAN connections you can't connect to anything outside of your network.
If you own a texture pack, then it will show the texture pack for you only on the lan server.

From the main minecraft menu, go into the multiplayer section. It will say searching for LAN worlds, if one is found it will appear on screen. you can then click it and then press join. To join a LAN world there must be another computer on your network supporting a LAN world.

Well you automatically run a LAN server just by starting your world. The only reason why it wouldn't show on another's Minecraft is because of one of the following 1. The Other Person is not in the area of the wireless LAN zone 2. You have set your world to be hidden (which stops others from joining you in your world)
I think it's because Mojang failed when they did the update 1.4.4 they wil fix it as soon as they notice it.
