First beat the DS game your migrating to beat the GBA game as well, now you need to put 6 Pokemon in your PC in the GBA game you want to migrate save your game in a Pokemon center do the same thing in the DS game you don't need to put any Pokemon in your PC. Put the GBA game in your DS and turn on the DS game press start on the title screen and press migrate follow the instructions then choose the Pokemon you want to migrate. After your done go to the pal park in the DS game to capture the migrated Pokemon.
