First of all, you can't MAKE a celebrity come to your birthday party. And if you did want them to come to your party it would be very hard, especially if they are on tour. One way is to know the celebrity personally, and the other would be if you were walking around and you saw them somewhere. You could ask them, but there is no guarantee they will say yes.
