Livejournal is a good option if you plan to make a fanfic community. You can configure it so everyone in the "community" can post fanfic to one page, and so can you, but you have control over the site itself.

Oh, and all these sites are completely free of charge unless you want to customize the URL, that is, make it example.com" instead of "example.blogspot.com" but that doesn't really matter
