You can, but if you're expecting a pokemon-like evolution, then prepare to be disappointed. All the monster does is change colour, have "plus" added to the end of its name, and learn a move or two. Anyways, you need an Evolution Stone. You first get one on the train to Timber City, which you use to evolve your starter. After that, you can eventually buy them in stores. You can make a plus monster evolve! Use a stone when they are level 26 or so.
you just have to take care of them until a little bubble pops up and tells you that you have got at evolution point and you have to get a certain amount of points depending on the terra monster

To make your Moshi Monster sick, do not play Moshi Monsters for a long time. If you do play Moshi Monsters, do not do anything that will add Health or Happiness to your monster, such as feeding your monster, playing games, or going walking in Monstro City.
Simply being a Tuner does not make a monster into an effect monster - it is not specifically an effect monster subtype, unlike Spirit or Toon. There are effect monsters who are Tuners, but there are also Normal Monsters with the Tuner subtype too, these are in no way counted as effect monsters.
