Is your question how you make the accounts, is it how you set up items, trade, messaging, gold, and in-game features? If so, I don't know, but you can use freewebs.com and make a website, and if you pay I think $2 a month you can have your own website name. For example: When you create your freewebs account, the website is this: freewebs.com/yourwebsitename And if you pay, you can make it this: Yourwebsitename.com" While this information is half-correct, it just shows how to make a free website, and not specifically a pet breeding sim. To do that requires a knowledge of php and css, and a significant amount of time to work out the bugs. There's some petsite creation services like vpetsite, but it's still in beta.

You can by learning how to program (C++ is the best but hardest language, there are others like C) And by learning how to develope (try to use 3ds max to make 3d models, learn how to make textures, etc.) That's how to make a real good mmorpg, if you're someone just wanting it fast, no learning, for fun, I suggest you to search a nice mmorpg maker. (3D mmo makers will cost you money.)
