In notepad put your code and save it as a .bat
Batch files(.bat) open in command prompt(cmd). They can be edited in notepad or an equivalent text editor.
If you are making the files yourself then I would make sure that you are saving it with a .bat extension. Otherwise be sure that your computer will automatically detect the format of extensions and use the appropriate program to open them!

A .exe file is an executable file. Opening an exe file will run a program. Before you open it, make sure that it is a legitimate program. It may run malware that will corrupt your files.
.bat files are just text files. The easiest way to edit them is with a simple editor like Textpad. If Visual Basic includes a simple text editing function that will work also.
When you uninstall a program, you have to make sure and go back and delete all the files from the desktop, menu and in the program files, some uninstall programs do this for you, many still do not.

You can make a batch file from a note pad by saving it as YOURFILENAME.bat. Click on FILE on the menu and choose SAVE AS, then save it as YOURFILENAME.bat.
