having cracked screen affects the whole resolution of the screen depending on the size of the crack, the screen might or might not work. If the screen is completely cracked then chances of the screen switching on is very little and the screen would have to be replaced. if the crack is small and you want to switch the phone on hold both the back button(central button on the iPhone) and the top button(button usually used to switch it on) for 10 seconds and it should restart the whole phone

That probably means that the lcd screen has a polarising filter. All you need to do is to turn your 'phone's screen to a different angle and the filter will become invisible!
