You can make a side-scrolling game in Flash by using the official development kit. It provides all the required software needed to create Flash based applications and test them.

The last answer posted here is wrong. One cannot make a flash game with Gamemaker efficiently. The best thing to do is buy flash, and get a book or tutorial on how to program in actionscript.

the answer is no because minecraft is a box world that you can make anything you want made out of blocks, its also a pvp its kinda shooting game because of the bow but you can have guns if you have mods in minecraft game.

Only Flash can make flash games. Game Maker can do all of that mentioned besides that, but it's not free. (Well, the full version isn't. And at least it's cheaper than Flash.)
If you already HAVE flash you can make a dress-up game but without flash you can't make a dress-up game. ******************************* Actually you can that is if you still want the characters to move. You could use an animation format (gif) but it would entail creating a lot of layers for each frame. This can be done in photoshop using the animation panel to make all the frames move like animation.
