first you get a jar from home (glass one with lid) then you can decorate the jar lid with anything that will fit on the lid. then you put cold water in the jar until it's almost full. Add glitter to the water. once the lid dries, put glue on the inside around the edges. then stick the lid on the jar. let it dry.
There are also commercial kits available with snow globe glass and bases, and instructions on how to put it all together. (Available on line or at art and craft stores.) One thing to be aware of is using objects inside the jar or glass which will hold up in liquid. If the object is painted, for example, it can discolor the liquid. Some objects will dissolve or rust over time, so they may need to be tested or sealed before completing the snow globe.
