Once you defeat the Elite Four, swarms will start happening. To find out which Pokemon is swarming and where the swarm is, go to Sandgem Town and talk to Dawn/Lucas' little sister. She will tell you which Pokemon is swarming, and which route the swarm is on. You can also find this information on the television.

∙ 12y agoA 'swarm' is exactly what it is in Pokemon Pearl/Diamond.
It's a group of rare Pokemon, locating in one area for one day only. If you listen to Professor Oak on the radio, He will tell you what the swarms are and where they are located. Keep an eye out because these Pokemon often cannot be found in the Johto or Kanto region; Only in swarms.

∙ 12y agoYou can't. They happen automatically everyday after you've beaten the Elite Four and received the Nation Dex from Professor Oak. Listen to your Pokegear's radio (Top-right station) to hear which Pokemon is swarming on which route.

as the other one, it means that a rare pokemon can appear at a place or route
where it is not supposed to appear.
if the message is saying that "pokemon name" is swarming on "place" "number"
go to that place and try to catch the swarimg pokemon.
