Toon Gemini Elf, Masked Sorceror, Goblin Attack Force and Toon Cannon Soldier do not need Toon World on the field, nor are they special summon only, so they can be summoned or set without it being there.

You can! This is fun! Ok first of all it has to be on October 31st. Between 12am and 11:59am. I don't know your time there but just do it early well in the morning. Then make your toon, name it as if it was a black cat. BTW you can only make a cat. Make it any color it does not matter. Then do all the tutorial stuff. When you go to Flippy and he says for you to say something with the speedchat. Say "Toontastic" then you turn into a black cat! Enjoy it!
