Its not that you can't, you shouldn't. The heat you would generate will burn out the lamps. Most have a duel filiment contained in one bulb. If both are on at the same time, you might have 5 minutes of light, then burn-out. If you are using a modular halogen, then the resulting heat could melt the housing.

Turn on the headlights and walk to front of car and see if both headlights are on. Make sure to check both the high beam and low beam head lights. I believe that the blinking light you are seeing is to tell you that one of the headlight bulbs is burnt out and needing replacement. That's the Daytime running light indicator. Check that they are working.

yes but inside the housing, there is only a high n low beam, where as the lhs of 99 has projectors from the factory n has the turn signals inside the housing aswell, so that's up to ur imagination to make that work my friend, good luck
