You build your apartment as a usual house(set of houses) but u have to use the apartment door. make sure there are no other exits unless the exit is onto a private garden or balcony. then press Ctrl+Shft+C then type 'changelotzoning apartmentbase' (minus quotation marks). if u do apartmentsublot it deletes it.
