Cut a paintbrush at a 45 degree angle and the tip should be very thin. You can make it shorter by cutting the end of the wooden handle and putting blu tack or something at the end instead of smoothing the rough wood out. Hope this helps.
use an eyeliner brush and a dark shadow, then wet the brush and circle it in the shadow. then apply just like your regular liner.

Well... I went to look at this Photofiltre of which you speak, and it has brush tools. One could mix a color that would be suitable for eyeliner and draw it in with a brush. This takes a very steady hand and a lot of patience. Then again, it's quicker, cheaper and better-looking to apply makeup BEFORE the photo is taken.
