it doesn't make all apps free, it allows you to download apps for free and install those on your ipod. the app has to be cracked to do it like this. you can find free cracked apps on lot's of sites.

because there are a lot more ipod touch apps than the regular ipod games and apple doesnt make all the apps but they have to put more effort into the ipod games than the ipod touch/iphone apps.
Sorry, but the last person said that deleting apps (creating storage) makes you download faster. This is wrong. Also, doing two things on WiFi at the same time slows down other things. So if you want to download faster on you iPod, its best to stand closest to your Wi-Fi router (where the signal comes from). And if no one is using the Wi-Fi except you, then downloading the app will be much faster.

You cannot make iPod apps directly from your iPod Touch. Apple does allow you to buy a software so you can create an app. There are two software types, one that is more advanced than the other, and both cost hundreds of dollars each.
You can make your phone faster by removing any apps, games, photo's and text messages on it that you no longer need.
What I would suggest is maybe clearing some space by deleting a few apps and videos. Also, you can make sure nothing is running in the background by bringing the multitasking bar (double-click home button), pressing and holding one of the apps then clicking the - to exit the app. Do this with all of the apps and it could make your iPod faster. If those don't help your situation, you may have to restore your iPod. You can do this through iTunes by plugging your iPod into your computer or on your iPod itself by going to Settings > General > Reset > Erase all Content and Settings. Then you can restore it from an iCloud backup and still have all your data.
Well if you have a apple company iPod IPhone or iPad you go on apps then search and click free or the amount of money you want to pay for it the click install then you wait for it to download fully but you make a apple ID first otherwise you can't download it
