You can't make baby animals. You have to let them spawn normally. If your world was created in a version older than 0.6.0 then no baby animals for you. Meaning if the world has to be created in 0.6.0 or newer for baby animals to spawn.
By breeding, give a pieces of wheat to cows and sheep, carrots to pigs, seeds to chickens, meat to dogs, fish to cats.
Baby animals will normally spawn on maps created on version 0.6.0 or later. Any maps earlier than 0.6.0 dont hava baby animals
I don't think you can, but you are able to spawn the adult and they can breed.

well minecraft 1.2.3 single player is beta so there are no commands hopefully in the next version
Yeah for a mod that spawns animals anywhere try SPC (Single Player Commands).
you can install Single Player Commands and there is a freecam option.
Use //set cobblestone.
do /clear inventory or just /clear
In multiplayer, commands are generally started with a "/" Single player commands have not yet been added, unless you get a mod that has commands, like WorldEdit. They will be added in the next update, 1.3.
Try a mod. You could use InvEdit or SPC (Single Player Commands).
Have you installed ModLoader and/or deleted the META-INF folder in the minecraft.jar.
