You have to evolve budew at the daytime(ONLY at daytime)your budew evolves by Happiness so your budew needs to be in MAX happiness or have 2 BIG hearts in the Friendship Poke app,to get the Friendship Poke app,you have to go to Enterna City and talk to the girl in the Pokemon Center.Evolve it between the hours of 4:00 and 20:00 (4:00am to 8:00pm) on your poke app clock.
Some ways to make your budew happy is by:
Take it to Veilstone City at the house nearest the gym .Go in to the house and talk to her,she will massage your Pokemon once a day.Your Pokemon's happiness can
increase.
Give it Poffins that your budew likes.
Train it,don't let it faint,use items on it,let it hold items(like a Soothe Bell) and walk with it a lot.
Get it contests ribbons from the Super Contest Hall.
There is also berries that make your makes your Pokemon happy but it lowers their stats.
Or if you didn't catch the budew yet,you can use a luxury ball to make it happy faster when you catch it.
WARNING:If you trade your budew with someone else,your budew's happiness will reset.
