Usually a brownie recipe with a bit more flour helps the chewiness... You do need to make sure that you don't cook it for too long because then it will dry out. If you like the crunchy bit around the outside then use a metal baking tin, this will also reduce the cooking time and make sure that it doesn't dry out. Unlike other cakes and slices, a skewer poked into the center of a brownie does not need to come out clean but the top should be shiny and not sticky
In my experience the temperature of the oven makes no difference, but it is how you make them that makes them chewy or not. Most brownie mixes tell you how to mix it to make them cake like or chewy.
