During the Vietnam War, each GI wore (was supposed to wear) two metal dog tags, around his neck. Since the boots were tougher than the neck (more survivable), and more easily out of the way (didn't interfere with normal movements and make noise) many GI's put their dog tags in the laces of their boots, one tag per boot. If he became a casualty, one tag was taken by the unit (Sgt or Lt or one of his buddies for accountability), and the remaining tag stayed with the body (again, for accountability). Possibly a piece of rubber was issued with the tags to keep them from making noise (when banging into each other).
Presumably, there are 365 beads on the large dog tag chain so that prisoners of war can keep track of the days that pass while they are in captivity. The 52 beads on the small chain presumably represent the number of weeks in a year. Nothing. Identification tag silencers are black in colour. All the colour variations are civilian market items. A soldier might put a small strip of red tape around their dog tags to indicate a previous heat-related injury (such as heatstroke), and blue to indicate a previous cold weather-related injury (frostbite, chillbains, etc), but there is no codifying of identification tag silencers, 1 - because the only ones sold in the BX/PX are black, and 2 - not everyone wears them, and the use of the identification tag silencers is optional.
