You have to go to Object Editor in the top toolbar. It looks like a metal black helmet.
There, you can create your own "custom" heroes or just copy another already made hero. (Like archmage, paladin, arthas, etc..)

How do you make Warcraft III Frozen Throne maps melee maps?
Warcraft 3 maps are by default melee maps unless you add more Triggers or player specific units, custom units...etc on the map...on the bottom right corner of the World Editor it tells you if it's either a melee map or a custom map (scenario) and the reasons why. Same goes for Frozen Throne.
